Galveston Selected as First Expansion Site for Coffee & Quality Beyond Houston
United Way of Galveston has secured a $1.4 million, three-year investment from Houston Endowment to launch Coffee & Quality on Galveston Island, positioning the Island as the first expansion site for the model beyond Houston.
Coffee & Quality was developed and piloted by United Way of Greater Houston as a structured nonprofit capacity-building initiative designed to strengthen organizations’ ability to collect, interpret, and use data to drive impact. Following three years of development and testing in Houston, the program is now expanding regionally, with Galveston selected to lead the first implementation outside of Houston.
The three-year structure reflects a shared commitment to disciplined implementation, measurable progress, and long-term sustainability. The initiative will operate locally from Spring 2026 through Spring 2029.

What Coffee & Quality Will Do in Galveston
Coffee & Quality is designed to strengthen nonprofit institutions from the inside out. The model integrates three components:
- A Learning Cohort for nonprofit staff
- A Fellows Program for selected participating organizations
- Asynchronous learning resources that reinforce foundational skills in data use, evaluation, and continuous quality improvement
In Galveston, nonprofit staff will have the opportunity to participate in the Learning Cohort and access introductory tools and resources. Selected organizations will participate in the Fellows Program, where they will deepen internal systems and implement practical improvements that strengthen performance, learning, and long-term sustainability.
Participating organizations will receive direct financial support tied to implementation milestones that advance these system improvements.

Across the philanthropic sector, expectations for demonstrated impact and operational discipline continue to increase. Coffee & Quality responds to that environment by strengthening the internal systems that allow organizations to measure what matters, learn from their work, and improve continuously. The focus is not compliance. It is institutional strength.
“Strong communities depend on strong institutions. Coffee & Quality strengthens the internal systems that allow nonprofits to measure what matters, operate with discipline, and improve continuously. Houston Endowment’s investment signals confidence in Galveston’s readiness to lead. This is not a shift in mission for United Way. It is a strategic deepening of our role as a connector and capacity builder for the organizations that serve our community.”
— Lindsey White, Executive Director, United Way of Galveston
Anchored by Local Philanthropy
The initiative was made possible through early introductions and catalytic multi-year support from the Harris and Eliza Kempner Fund, which committed $150,000 to anchor the local launch. A local investment from the Permanent Endowment Fund of Moody Methodist Church further strengthened the foundation for this work. Early alignment with partners at the UTMB School of Public and Population Health reflects broad recognition that durable community outcomes require durable nonprofit institutions.
“Galveston’s nonprofits are the backbone of our community’s long-term vitality. Through Coffee & Quality, high-impact expertise and regional partners are coming alongside local organizations to deepen shared learning across the Island. By grounding this investment locally through United Way of Galveston, we are ensuring leaders and organizations have the relationships, tools, and expertise needed to build long-term resilience. Galveston is better positioned to adapt and thrive when capacity is strengthened, and local leaders are trusted to lead.”
— Lauren Scott, Harris and Eliza Kempner Fund
Houston Endowment’s $1.4 million commitment represents the most significant philanthropic investment in United Way of Galveston’s history.
“Investing in nonprofit capacity means investing in long-term community strength. Coffee & Quality enables organizations to build internal systems that foster growth, adaptability, and the ability to demonstrate meaningful impact. We’ve witnessed this firsthand with many of our community partners and are confident that the program’s expansion will result in a stronger, more resilient region.”
— Robiel Abraha, Houston Endowment
A Regional Model, Grounded in Local Leadership
Coffee & Quality was built by United Way of Greater Houston to help nonprofit teams translate data into insight, and insight into action. Its expansion to Galveston reflects confidence in the Island’s leadership and readiness to pilot next-generation capacity-building in a new environment while maintaining regional alignment.
“Coffee & Quality was built to help nonprofit teams turn data into insight, and insight into action. Bringing this model to Galveston allows us to pilot the model in a new environment while staying grounded in the same commitment to learning, real-world data application, and continuous improvement. This partnership with United Way of Galveston pairs strong local leadership with a shared belief: when we invest in long-term capacity building, nonprofits are better equipped to deliver results for the people and communities they serve.”
— Amanda M. McMillian, President & CEO, United Way of Greater Houston
As the first expansion of Coffee & Quality beyond Houston, Galveston will serve as a pilot site for a model designed to strengthen nonprofit capacity in data, evaluation, and continuous quality improvement across the region. The decision reflects confidence in Galveston’s leadership and readiness to lead.
For more than a century, United Way of Galveston has mobilized resources to strengthen the Island. Coffee & Quality marks a new phase in that work, focused not only on funding programs but on strengthening the systems that sustain them.
Participation details and application information will be announced at a later date.
